Changes to Tier 4 After July 4

Has anyone seen this? These are the changes to the Tier 4 as of July 4..... If I'm reading this correctly, it means we do NOT need to send in evidence of our funds from a bank unless asked. Is this true?

"Where a Tier 4 (General) student qualifies for our differentiation arrangements because he/she is considered to be “low risk”, he/she is not required to include the evidential documents from this section with his/her application. The Tier 4 (General) student must however confirm on his/her application form that he/she meets requirements set out in
this section and that he/she holds documentary evidence in the manner required. We will sometimes ask a “low risk” student to send us these documents. We reserve the right to request any or all the evidential documents from this section from a Tier 4 (General) Student who qualifies for our differentiation arrangements.."

Just yesterday I submitted the online portion and my biometrics appointment is on July 5th. Does this mean if I submit the new (handwritten) forms after that date, I will be exempt from showing bank evidence?
