NHS care denied.

I am here on a spousal visa.  I was recently denied treatment by the local surgery because it says "No recourse to public funds" on my spousal visa.  After much arguing with the staff I was treated, however I'd like to avoid this problem in the future.  Does anybody know who I can write to DIRECTLY to get some sort of letter saying I am indeed entitled to NHS care?  I've written to UKBA and have had absolutely no luck so far.  It's getting really frustrating.  Thanks in advance!
Married March 29th.
Sent in Application and Biometrics Tuesday October, 4th.
Email saying consulate had received application October 7.
Visa issued October 13!
Moving to Leeds November 10th!

All 3 of us in our family have "No recourse..." in our passports (we're on Tier 2 visas) and have been happily treated by the NHS for a variety of things in our time here.

They're dead wrong that you cannot be treated. Find a new surgery to register with!

I got this when I signed on to my local GP as well, I just printed out the information (linked in above post) and showed it to them. NHS isn't 'public funds' in this definition. Just go in armed and ready and know you're right. It's frustrating (I was so upset when it happened to me that I was shaking), but you just have to educate your GP's office.
