HELP! (and I'm probably stupid...)

Alright, I've got the I-130 packet pretty much ready to go but...I don't know where to send it??
Obviously to the Embassy, but do I need to put ATTN: some random department on there? I've googled and looked, but cannot find an address, so if someone wants to help me out here, I'd be super grateful!

Okay, someone talk to me about whether or not I need to add a cover letter and a DS-230???
I'm seeing that people are sending that form in with their I-130--does that speed things up at all? Do I need to do this?

This is so frustrating. Every time I think I've got what I need, I find something new. Good grief.
