I was just going to say the same thing. RBS sent me a letter saying I could opt out.  I've been planning on doing that later this week.

DeedleDum - not sure if it's too late, but maybe use their latest crash as an excuse to force them to give you stamped and signed statements? Worked for me in the last one....

My RBS branch printed, stamped and signed statements with no problems. I told them why I needed them, and presto, it was done.
Married December 1992 (my 'old flame' whom I first met in the mid-70s)
1st move to UK - 1993 (Letter of Consent granted at British Embassy in Washington DC)
ILR - 1994 (1 year later - no fee way back then!)
Back to US in 2000
Returned to UK July 2011 (Spousal Visa/KOL endorsement)
ILR - September 2011
Application for naturalization submitted July 2014
Approval received 15-10-14; ceremony scheduled for 10 November!
Passport arrived 25 November 2014. Finally done!

branch was in Congleton, Cheshire. This was >1 year ago, but there was never a question -- they just did it.

Thank you for the information, vadio, but it appears this has come into effect in the last six months or so, so your experience may not be indicative of the situation now, in the absence of evidence to the contrary.

In the meantime, I'm happy to say that the statements were sufficient and as of today, I'm on my new civil partner visa.  Now to start collecting evidence for the next FLR(M), and then, ILR (and citizenship hopefully!).

Thank you so much to everyone for their help.  I'm a huge fan of all of you.

I'm glad it worked out for you. Whatever the RBS policy, I think perhaps a small branch where staff recognize you also helps. We had a fairly large sum sitting in the current account at one point, because DH's state pension was deposited in that account while we were still in the US for a few years. Because it as all money in, and nothing going out, they were VERY nice to us  :)

Just to throw some more info into the mix, my husband has an account with Halifax and they also refused to issue the statements. He ordered paper statements over the phone and they have his name and address on them, as well as a breakdown of all of his transactions, but they're not "official" looking. They said that they no longer issue stamped documents of any sort when he pressed them and it took 7 working days for the copies to arrive. We also paid 5 pounds per statement, so it was 30 quid all told. Our lawyer included the information about the bank's refusal to issue the requested type of statement in her cover letter just in case. Hopefully all is not lost.

For what it's worth, it's also not even remotely the smallest issue he's had with Halifax, so he will be switching soon. They've been absolutely terrible this year.
