Money transfer via paypal

I have an account with JPMorgan Chase in the US, an account with Barclays in the UK and a paypal account I set up in the UK years ago. Btw, the paypal account is linked to my UK banking card/account.

I can easily transfer money from my UK account to my paypal account and when it clears then transfer the funds to my JPMorgan Chase account in the US.
This whole procedure can be done online, costs me nothing and no fees. So far so good.

Question!!!
Why can't I do this the other way around??? Such as transferring funds from my Chase account to my paypal account and then from paypal back to my UK Barclays account?

I have asked JPMorgan Chase over the phone, but they did not give me a satisfactory answer. They just said it can't be done via paypal. Does anyone know why? Or is there something I don't know of?

You need to have a paypal account that is linked to the JP Morgan account.  I have a US paypal account linked to my US bank and a UK paypal account linked to my UK bank account.  From the US bank I use the US paypal to send money to my UK paypal.  From there I can transfer it to the UK bank.  If I need to send money to the US, I just do it the other way around.
