I had one of those several years ago and ignored it as it seemed odd and I wanted to ask about it (but never got around to it). Turns out that was a mistake. When I went in to have my first midwife appointment, I found I had been struck off the register!
I was able to get back on the same day, but it left me with a quick panic when I worried about my antenatal care.
As it turned out, my practice was in an area with a high concentration of people who would leave without informing the practice because there were a lot of international students. The practice could fill up to maximum numbers but not actually have those patients even living in the country, but without knowing this they couldn't accept new patients. So to counter this they would periodically have a review done verifying if people who were at higher risk of not remaining in the country or area were still living there. If they didn't appear to still be there, they could then free spots for new patients.
I'm guessing your thing verifying details was that sort of thing. Nothing has been solidified yet with plans to change services for immigrants yet, so it won't be that.
