The lease may have a provision for allowing tradesmen access and under what conditions.  So, yes there is the possibility that he could gain access without your being there which us why you should check your lease.

Thanks for the + phat, I have been stuck on 29 forever. And there have been a couple of bon mots that I thought should have garnered one or two...

Listen the thing about people visiting your rented place of abode is that you have no idea who this guy is. Are they certified or something? Is the contracting company reputable but the guy actually there a lunatic (Bundy was charming they say). Will he cut his own key? Who wouldn't want to at least be there to make sure he doesn't like to strip down, put on your underwear and dance the shimmy in the hallway?

By all means check your lease...but I'm believe they legally have to notify you if they will be giving someone access. The amount and type of notification can vary...but I'm pretty sure they are breaking the law if they just give this guy a key and don't let you know he's coming.

We had this issue with our estate agent and when my husband called up furiously one day after these guys came with a key and no notice (but thankfully I was here) he apparently said to out contact woman "you know you are braking the law by not telling us these men were coming and allowing them access" and she apparently got really quiet and we've always gotten a call sense. I couldn't tell you what the law is to cite, but maybe someone else here will have that insight.
