Converting IRA accounts to ISA account

Hello,
I am moving to the UK, permanently, and have a question regarding my Traditional and Roth IRAs.  Can I roll them over to an ISA account in the UK?  Will I have to pay a tax penalty to the USA if I do tranfser to UK instruments?  I am not withdrawing from yet them as I am about 20 years from retirement age.

I don't believe you can convert or roll them over into a UK equivalent.  Note that interest paid on cash ISA's is taxable in the US year by year, but you don't have to pay tax in the US or UK on your IRAs until you start to withdraw.  You never pay tax on your ROTH in the US or UK, so you may want to simply keep them invested in the US, and over time do IRA to ROTH conversions to minimize taxes in the long run.

ISAs are not considered qualified retirement plans according to US rules, so you cannot under any circumstances roll your IRA money into one. Basically the IRA money will have to stay in the US until you start taking withdrawals after you retire. If you take the money out now the usual early withdrawal penalties will apply - not good.

Your best bet is to keep both your Traditional and Roth IRAs open, make a traditional IRA contribution every year and then convert it to a Roth IRA. This will attract a UK tax deduction on the amount contributed. Then when you take the money out upon retirement, it will be both US and UK tax free. What provider is your IRA with? Many folks on this board use Vanguard and they are quite happy to deal with US expats. You only need to put a US address down at the time you open the account; you can then change the address to the UK.
