Hope you all can shed some light on this, I've (usc) have been married to a (ukc) and living in scotland for 6 years now. I've never had to file a fbar but have neglected filing taxes so am catching up via streamlined processes.
The thing is we have had two children but have not filed a consular notification of birth abroad for either. For the filing of a 1040 I still claim them right?
In their savings accounts when they reach the $10000 threshold I need to file fbar on their behalfs correct? And would I need to do the notification of birth abroad first?
Man this is complicated.

In order to claim the children as dependents on a return (your return), they must have a TIN (SSN for USC's).

They need to file the FBAR. If they are unable to, then you may file on their behalf with their agreement. See form 114(a). Since all FBAR's are now filed electronically, it's impossible for them to use crayons as in the past (and it was done!).

They're wee things now, and completely off the US radar. When they turn 18, they may be big enough to belt you for entering them into the US tax system. Something to think about.

If you have signature authority for your childrens' accounts you'd already be reporting them on your FBARs. This does not obviate their own FBAR filing requirements.

You won't be able to claim child tax credit refunds unless you get them SSNs, so if you'd up to $6,000 of refunds you'd have to get them SSNs.
