CONFUSED

Okay, so I'm currently on the usual 6 months visa that they issue at the border to stay with my partner. We are looking to get married, and I have read that the rules have changed just 4 months ago (April 2015). Also, on the UKVI website, it states that I can apply for the "leave to remain with family" visa within the UK. Can we get married in the UK? And then can I apply for the visa within the UK? Any and all advice will help--I am very confused since the UKVI website says one thing, but people that I've spoken to say another. So, if anyone can PLEASE clarify for me, that would be greatly appreciated.

You cannot apply to change from a visitor visa (which is the one issued at the border) to any other category of visa. You also can no longer marry on a visitor visa. You will need to ensure that you return to the US before the expiry of your visa. If you want to move to the UK to marry or join your spouse, your spouse will need to meet the salary requirements. You can marry in the US or you will need to apply for a fiance visa in order to marry and then remain in the UK with your spouse.

And yes, the ukvi website is confusing. You would need to enter on the fiance visa if you want to marry in the UK within six months, then apply for FLR(M) twice in 5 years, after which time you could remain in the UK indefinitely.

Is Long Island completely different than Manhattan? Should I do it in Manhattan instead?

Manhattan is very easy.  That's where we married.  24 hours notice and you walk away with your marriage certificate.

I would call up the county clerk's office and ask if the visitor visa stamp that your partner would receive upon arrival to the US would suffice. I've never heard of not being able to marry in the US as a visitor. My guess is that they put that disclaimer there to prevent people who have overstayed past their visa expiry date from getting married in an attempt to stay in the US.
