Schooling for Teens

I'm not sure where to put this topic.  If I've put it in the wrong category, please advise and I'll move it.

We're an American family.  My husband has dual citizenship (American/Irish) due to ancestry.  I'm a civil servant.  I can take early retirement in about 1 1/2 years (June 2017).  At that time, we'd like to relocate to the UK, hopefully with EEA Family Permits.

We have a 14 year old daughter (currently a ninth grader) who wants to apply to a Sixth Form College that offers the IB Diploma program.  She is academically talented and a very good student. We're looking a stated funded (no to little fee).  I'm seeking advice all around.

We are legal guardians to our 16 year old niece.  She will graduate high school next year.  When we relocate she will be 18 years old.  She has some learning difficulties but is mostly in regular classes. Her passion is photography and she is quite good at it.  We are seeking a BTEC Level 3 Diploma in Photography (or equivalent) for her.

While ideally it would be great to find one school for both, more importantly is to find schools in the same city/town.  We would prefer a smaller city/town and aren't that keen on London, primarily due to the price and size.

We have been looking at some schools in the Cambridgeshire area, Essex, as well as Nottingham.  A good friend of ours suggested Bristol.  We are pretty open and feel it is most important to find the right school(s) and go from there.

I am seeking suggests, advice and anything else you wish to offer.
