Changing name on US passport

Hi guys
  Last time I renewed my US passport (about 8 years ago) , I sent it to the Embassy in Edinburgh (I live in Scotland). 
The US passport website says "If you are in Scotland you are required to apply for the passport service at the U.S. Embassy in London.  Please do not send your application to the Passport Agency in the United States."

Is this a glitch or do I have to send it London? (There are then processing times for the Edinburgh Consulate on there)

Confused, please help me oh glorious UK-Yankee folks.

Figured that as I've been married 6+ months and changed my name already on my British Passport, I ought to change my US one now, for lots of reasons........ 
I've never gotten food on my underpants!

Call them.  You can talk to a real human and get the correct info

Whoot. Sending to Edinburgh is just fine. Easier - e.g. not needing to deal with some random courier and processing times are quicker.

Plus, the courier that they make you use right royally screwed up when returning my new passport. Consider yourself very lucky!! :D
