Well are these people criminals? These people who just want to have their families together? Some poor person from an Albanian slum who comes to wash dishes and sleep in a shed somewhere? Obviously, yes, there are laws on the books.

But these other people....little better than the people smugglers who cram refugees in smelly boat holds....

Is it a big City accountancy firm? Recognised Lawyers?

I'm hearing that the UK will be going back over the last 3 years of third country nationals who used Singh. Some 20,000 a year entering the UK on that ECJ ruling. Although some of those won't be staying anyway because of the law changes.

If the documents were forged then they and the landlord will escape criminal charges.

Those using forged documents usually go to jail before being deported.
Under the new law from last year, they are now criminals even if they didn't use forged documents. They can go to jail for up to 51 weeks before being deported and have the proceeds of their crime seized. 

Coming in soon, driving when illegal will also be a criminal offence with jail time and car seized.
