Have a tow truck to remove offending vehicles at the owner's expense. Repeat offenders should be publicly flogged!

I did suggest clamping the wheel of vehicles who don't leave info on the dash.  I think that would resolve the problem very very quickly!!

The only issue I can see is that the car won't be moved until the person who's been clamped takes action and they may just not be bothered so the person blocked in might be screwed.

That is what’s currently happening already.  The car isn’t moved until someone figured out the owner and hunts him/her down.

But if it's clamped, won't there be an issue with getting the clamp off when you finally find the owner? I imagine they'll clamp it and leave and you'll need to wait for the people to come back to unclamp? I've never had it happen so I could be wrong.
