When to apply for my IRL?

I arrived in the UK in Oct 2013 with a fiance visa. 
My 2nd FLR expires April 2019.

Can I apply now for ILR now since I've been here 5 years or is it 5 years  with FLR?
Is it 28 days or working days from the expiration date on my BRP?
13 Aug 13 Fiancé visa application submitted online
  2 Oct 13 Visa received via UPS
29 Oct 13 Arrived in the UK!
20 Jan 14 Ring-a-Ding Ding!
18 Feb 14 FLR(M) submitted via post
26 Feb 14 Biometrics submitted at Post Office
  7 Apr 14 Biometrics Residence Permit approval notification letter & card arrive (separately) via signed post
16 Sept 16 2nd FLR(M) Approved in-person in Sheffield
21 Aug 18  Passed LIUK
5 Mar 19 Applied IRL; 18 Mar 19 priority appt in NCL; 19 Mar 19 ILR granted; 21 Mar 19 DX delivery of BRP

The earliest you can apply is 28 calendar days before 5 years of having FLR. The latest is the date of expiration of your BRP.

Have you passed your life in the UK test yet? Edit, I see from your timeline that you have! Well done!  :)

Interesting! I hadn't paid enough attention to what this means :)

Our first FLR(M) issue date was early July 2015. Our second FLR(M) expires early August 2020. Does this mean we can apply 28 days before our early July date, so some point in June? I had naively assumed* 28 days before the August date, but what you're saying makes complete sense, and means we can get the ball rolling sooner than we thought (still 18 months away, but I'm a neurotic ducks-in-a-row person).

So, thanks for helping me with a realisation!

*assumptions are silly when it comes to visa paperwork - I should definitely know better!

Yes, 28 days before the 5th anniversary of the early July 2015 date.

Yes, 28 days before the 5th anniversary of the early July 2015 date.

That's really nice; gives a lot more latitude than I had thought - we can apply ~56 days before the visa expires. Splendid! Thanks very much :)
