Married filing separately

Hi, I’m a dual citizen married to a UK citizen. I filed US tax returns while I was working but since retiring have not as I read on IRS guidance that the filing limit for Married Filing Separately was $3500 and my income was less than that.
I now see that the limit has reduced to $5. Does anyone know when this changed and whether it affects past years?

The filing threshold was $4,050 for 2017 and has been $5 for 2018, 2019 and 2020.
