UK pension contribution reporting to IRS : earlier years

Dear all:

I have some questions about reporting contributions to UK pension plan (USS) to IRS in earlier years.
I assume USS is qualified plan, so I can elect to defer contributions and not report them. For a few years I reported (included in my income) my contributions, but not the employer's contributions.
1)- I understand that I can amend my tax return for three years (from 2017 on) to include employer's contributions. But what about earlier years, 2015 and 2016? Is such amendment still allowed?  I would not claim any refund (my tax liability will be zero anyway), it is just adjusting reported income and amounts of  foreign credits used to cover it.
2)- I had some tax owed to HMRC for 2017-18 which I only paid in 2021.
 I know that I now can add them to tax credits for my 2018 return (I report accrued taxes). I would like to add employer's contributions to my income for 2018 and to use those credits to cover it.
I am concerned it could trigger an IRS opinion that I "had to" pay taxes on that income in 2018 and then to claim refund once I paid foreign taxes in 2021 (so it might create a "temporary tax liability")

Any opinion on this?
