How can I get my SS record corrected?

I'm hoping someone can point me in the right direction or offer some advice on getting a correction made to my Social Security Earnings record.

In summary :

I worked in the US from 1987 to 1996 and during that time picked up USC and 36 SS credits.
Returned to the UK in 1996, although worked overseas again (Caribbean) from 1999-2001. resident in UK ever since.

Didn't file any tax returns until Streamlined Compliance in 2016. In 2017 SS, sent me an updated Earning records when I noted that back in 1993 (when I changed jobs and had 3 employments) there was circa $40k of earnings omitted from my SS records (1 of the 3 employers). - I filed tax returns for 1993 and declared all income.

I'm not able to now create an Online My Social Security because of the lack of a US address/phone number - very frustrating.

Did some freelance work in the US in 2017 and picked up additional 4 credits to qualify for SS (all declared to the IRS). While I was there working I visited the SS Office in Santa Fe, New Mexico to ask about the missing earnings records - was told, 'as you only have 36 credits on record, wait until you are nearer to retirement and if you get the additional credits'.

Wrote to SS International Office in Baltimore in late 2019 and then again earlier this year to query the record and quoted Section 1424 B of the SS handbook for correcting records when there is an obvious error - no acknowledgement and no reply.

Got my latest SS statement today and 1993 earnings are still incorrect.

I've downloaded the Anypia Social Security Benefit Calculator and worked and proved all the calculations.

I''m subject to maximum WEP but this omission of earnings (which itself was subject to the annual cap) reduces my SS by $33 per month - so certainly not to be sniffed at.

I'm about to start the retirement process with the FBU in London (haven't contacted them yet) as Full retirement date is this November.

How on earth can I get my 1993 record corrected? is it worth raising it with the FBU as Baltimore just seem to blank me.

Yes, I would ask the FBU. I found them very helpful pre-Covid.

I agree. My wife and I have now had 3 dealings with them and they have been very good.  She has applied for her SS to start in November and they have talked by phone, asked a bunch of questions and set up another appointment for the SSA to call her in July. Her FRA is this November.

After submitting the request on the FBU US Embassy website it took about 3 weeks for them to call her. Still working from home as we could hear young children in the background.
