Father with ILR wet ink stamp from 30 years ago

Hi all I already have a thread on my husband’s naturalisation application but thought I would start a new one for my parent’s situation.

My father entered the UK as a spouse of my British mother in 1992 and received an ILR wet ink stamp in his passport in 1993. He did try to apply for naturalisation sometime in 2008/2009 but there was an issue with his ESOl English language certificates so his application was rejected. I was quite young at the time and knew nothing of the rules or the helpful forums such as this that exist so I couldn’t be of any use to him!

Whenever he travels abroad he has to carry all his passports since 1993 with him and now wants me to find out if it is possible for him to apply for a BRP? He has also mentioned something called a No Time Limit application? I don’t know anything about these and would appreciate any insight or advice.

Once he is 65, the English language requirement is removed.
