Family to be looked after

I've been informed that my mother is going to be put into a nursing home as my siblings have their own things going on and either can't or don't want to help take care of her. She's just broke her hip and needs surgery tonight, she also has COPD so is in a&e a few times a month. I have gone to the government website to check on what she'd need for a visa so I can look after her (I received my ILR last year). One page states that I need to prove I have the funds to take care of her and her medical bills, another states that ordinary residents don't pay for a&e visits and GP appointments. She lives in the States

Can someone please point me in the right direction and help me, because I am in full panic mode thinking of my poor mother in a nursing home! We have a spare bedroom (with a toilet connected which would be perfect for her) so we can fulfil the accommodation, but I am so lost as to everything else.

There is an adult dependent relative visa but it is really, really hard to get.  I don't know too much about it other than that but will link here.

There is an adult dependent relative visa but it is really, really hard to get.  I don't know too much about it other than that but will link here.

The other problem is that once refused that visa (which something like 95% are as the UK does not have chain migration) she will likely be refused a visit to the UK at a later date because she showed intent to want to live (remain) in the UK.

EDIT Looking on the Parliament site for the number of annual visas granted this ADR visa: 2020 was 1 visa. 2021 was 0.
I couldn't find the number for 2022 or 2023 on the Parliament data.
