College tuition fees

o.k I need help!  Does anyone know how long you have to be resident in the UK to pay the least amount of fees as a mature student?  I've tried looking and can't find it.

Do you have to simply be resident in the sense that you intend to stay in  England?  Or is there a 1 - 2yr wait before you pay reduced fees?

Both hubby and I want to go to college/univ when we arrive in England.

I believe it's two years if you're a spouse of EU/EEA.

But I could be wrong.

As a EU/EEA spouse I got home fees right away. I am now a dual citizen. We have the same social, educational, financial, employment rights etc as our spouse under EU legislation. The only rights we don't have are voting rights and recourse to public funds

thanks I really appreciate the answers.  What exactly does 'public funds' mean, it seems really vague.  Is it just housing (council, Housing authority etc) or is it even unemployment?
