she could have meant 250 per month for a flat share with others (for instance, 3 people each paying 250 a month for 1 apartment), otherwise, you're right, the place is very small, out in the middle of nowhere or in a crappy part of London.

It would be best if she clarified.   :)

even for a flatshare that is very cheap unless it is a bit out of town (zone 3 and beyond...)  ;) Just as a comparison, as I mentioned in my last flat I paid 450 a month for a small double room - the rest of the flat was pretty big though.  There was a tiny single room in the flat and the flatmate in that paid 300 a month.  She had a double bed in there and there was about 6 inches of floor space all round it.  So for 250 I wouldn't expect a lot.
