NY Consulate process?

I've read on previous posts for the LA and the Chicago, where everyone comes back at 2pm to retrieve their visa/passport. Is the NY the same as well? And do they tell you before you leave (to come back at 2pm) if your approved or not? And what's the point of coming back later on in the day vs just stamping it right then and there and giving it back to you? Just curious...Thanks.

I would imagine the time is the same at all consulates because it is after lunch.

The reason for the wait instead of immediate approval is to give the consulate a chance to review all the documents and confirm they are in order.

yup it is after 2pm it takes a bit longer also because they have to put your picture on the sticker,print it out and put it in your passport,its not a stamp like you get through immigration at the airport
