Work Permit - How long until we receive it?

Does anyone know how long it takes on average to receive a work permit?  This past February my husband was offered a job to start August 1, however on June 14 he received an e-mail saying they had just submitted his work permit application.  Is it even feasible that we'll be able to leave on our July 30th flight?  Am I correct in thinking that we must have the work permit before we can submit the visa application?  Thanks!

It is feasable, but it may depend on how well the employers filled out the form. If they have left out some documents then it can delay things by a few weeks.

Yes, you need the permit before you can apply for a visa.
