Form 2555 Foreign Earned Income

If I had no foreign earned income for 2006 do I have to file Form 2555? Or should I just file it with -0- in the appropriate boxes?
I am filing a 1040 because of a sevarance package from my job in the US.

If you have no foreign sourced earnings you do not need to file form 2555.

Can I send it in anyway with zero's? I have already completed it and it does tell them I am overseas with nothing to declare...........or is that just stupid?
