my vet may be an idiot!

So I had talked to my vet about all the paperwork and stuff for my dog moving over next month (March 21st).  They told me to come in and get everything filled out.  Well, now my concern is with the international health certificate.  I mentioned to him that I thought it had to be filled out within 10 days of leaving and he insisted that you can do it up to a month in advance.  I went along with him because I didn't know what else to do since he insisted he was right in doing it now.  I know they've forwarded everything to the USDA vet, I'm assuming they will send it back saying that it has to be done within 10 days of moving.  I don't want to have to pay the vet again for filling out some forms they charged me $90 the first time!  The good news is that I still have time to sort everything out, I just wish the vet would have either listened to me or shown me what he was talking about!!  I'm frustrated, I don't want my Stella to end up having issues with trying to get her to England!  Has anyone else heard about filling the forms out a month early?  The vet claims that it is fine, I don't believe him.

I'm not sure what the rules are these days - I moved over with my cat in 2003. But when I did it, my vet didn't have the faintest idea how to work the PETS plan. So I went to the Defra site and printed off all the info for her. She appreciated it as it helped her with future patients. Maybe your vet could use some documentation as backup?

I believe the form can be filled out 30 days in advance for domestic travel and 10 days for international travel.  At least that's what the USDA office told me when I did mine a year and a half ago.
