VAT Laws

Not sure if this is the right place to post this, but I have some questions about VAT.  I was once told that as a US citizen, I could claim back any VAT paid when I returned back to the US.  How exactly does this work?  Does time spent in this country affect VAT reimbursement?  What about the VAT on phone bills, petrol, etc?
