Pastry Flour

I am looking for whole wheat pastry flour or even plain pastry flour, but can't seem to find it anywhere. Could it be called something else?

I'm not certain it's available here.  I just googled "pastry flour" uk & various links with suggestions for substitution, etc came up. :-\\\\

According to Wikipedia, it's the gluten content that makes it different to 'all-purpose' flour or 'cake' flour. If you can find a place that sells Italian or French flours, you should be able to find the equivalent.

So, I shouldn't expect to find it at Asda.  ;)
I read on one site that '00' flour is the same as pastry flour. I think I saw that on the Tesco website...

Just checked it and it is described as 'sauce and pastry flour.'
Now to find the whole wheat version.

Since UK flour is lower in gluten than US flour anyway, you might try just using a plain wholemeal flour. You'd probably want it as finely ground as you can get.
