unique tax reference number/UK tax return

Is there a date by which HMRC would have sent you a UK tax return notice?  I tried to go to the Self Assessment website and it said that a unique tax reference number (UTR) is required to register.  I want to do self assessment but I'm not sure how I can do it without the UTR and I haven't received anything from HMRC to date.  help?

The number will be on any previous tax return you have filed.  If you can't find it then you could try calling them or just mail the tax return on paper!

Got in touch with an HMRC rep today.  They said their computer system was down and to call on Monday to have a UTR sent to me in the post.  So hopefully I'll be able to get the ball rolling this week.
