Question about bank account and address verification

We are going to move to Scotland in the summer.  My inlaws live there.  We will not have a place to live or a bank account until we get there.  Is it possible to use my inlaws address?  Could they have my husband name added to one of the bills or would we need to be there?  What do people do if they are sharing a flat and their name isn't on any bills?

Should we get an American Express card here so we can get one in the UK?  I went into HBSC bank today in Virginia and asked them about opening a UK account and they said they can do it but it would cost $200, but I'm not sure about the address verification thing.

Yes, if your inlaws declare you in Town Hall or they can add to their utility bill.

American Express card  is not widely accept in Europe as visa or master card.

Just apply for current account and Credit card with HBSC once you have an address.
