Eloping without going to Vegas?

Just out of curiosity, is there anywhere in Europe that allows for quick and easy weddings without a big waiting period or piles of documents? I know some countries don't have a residency requirement, but that's about all I've found so far!
Arrived as student 9/2003; Renewed student visa 9/2006; Applied for HSMP approval 1/2008; HSMP approved 3/2008; Tier 1 General FLR received 4/2008; FLR(M) Unmarried partner approved (in-person) 27/8/2009; ILR granted at in-person PEO appointment 1/8/2011; Applied for citizenship at Edinburgh NCS 31/10/2011; Citizenship approval received 4/2/2012

I looked into this when I was feeling especially angsty about the annoyances of the COA :P  Gibraltar is pretty easy- waiting period is only 24 hours I think (but obviously arrange the wedding in advance so that you can get someone to perform the ceremony!)  They do require a certificate of no impediment which is tricky for Americans (the US doesn't issue them), but I'm reasonably sure you could get some arrangements worked out about that.

Student visa 9/06-->Int'l Grad Scheme 1/08-->FLR(M) 7/08-->ILR 6/10-->British citizenship 12/12

I'd have thought that Scotland was one of the easiest.

Scotland requires a 15 day notice period, and of course a COA!

oh, yes, Scotland is fairly easy as well (at least compared to England!)  But the need to get a COA negated any other administrative advantage when I was looking around (I did apply for the COA in the end though, and it turned out not to be terrible.)
