I've had such experiences in the US.  In the end, I chose to move.  It was a combination of living around too many juvenile delinquents and apartment management not dealing with them effectively. 

I learned long ago not to deal with parents directly and started calling the police.  Too many parents would swear their kids were angels when it was far from true. 

I've had 1 bad incident of juvenile behavior where I live now.  I called the police.  They sent a cruiser around at least every 15 minutes that night, while one sat on each end of the block for several hours.  One cruiser spotlighted the house.  The family quickly decided to leave for the weekend.  After that, I never had an issue with anyone in that house--or their naughty houseguests.
