Provisional license photo and signature

I'm filling out my application for the provisional license and it says if you're sending a non-UK, EC, or EEA passport (whatever EEA is?) is, you must have your passport size photo signed by a 'reputable' person who lives in the UK who has known you for at least two years. It's not supposed to be a relative. So does that rule out my fiance? If so, I haven't known anyone in Devon for 2 years. Will I have to send my pic to someone in Reading where there are some folks who've known me that long?

Thoughts on the definition of relative?

I couldn't work that out either....which is part of the reason I procrastinated long enough to have worked in my office for over 2 years. Now I know more solicitors than you can shake a stick at that can vouch for my photo.  Now I just need to send the darn thing in!! 

Perhaps you can take it to a notary type place (or even a solicitor firm) along with proper identification and they can sign it for you like my DH did for his passport to send with my visa application? I'm not really sure if they actually follow up on your 'references'. I suppose those who have already gotten their provisional can help.

I forgot about that part,, I think it lists the type of people who you can have sign,, teachers,, doctors,, etc. It seemed really silly to me.  If the Home Office granted you a visa to live here, that should be all they need to know. IMO, of course

I tried this last week.  I made an appointment with a lawyer and they said sure we can do it come down so I went to down and the looked at the form and they wouldn't sign it.   Because on the back of the form you have to put the number of years you've known the person.

In the end I just had a friend of mine in Scotland sign it.  Not quite sure what I'll do if that does not work

I moved to Poole from the US last August.  But in order to comply
I sent my picture to a friend in Lancashire who has known me for 20 years.  There was no one in Poole who qualified to sign my photo. 

That two-year requirement is a headscratcher in a lot of our circumstances. But, I don't think that a fiance is technically a relative. It is, though, sounding like the best you can do right now.

It is a head scratcher isn't it? I mean, you can't drive on your US license after a year, but must know someone for 2 to sign the pic. I'm gonna get the DF to sign it as I can't be arsed to send it to Reading and it's stupid anyway. And I don't have a HO approved visa yet, I'm on a student one still, so even that's a no-go.
