Hi, I am planning on moving to Cambridge for 1 to 1.5 years. I have heard that I won't have to pay taxes. But not sure where? Is it UK or US that I don't pay? And what does that work out to on a 30k pounds?

You might be able to avoid being treated as a resident of the UK under the treaty, but you will still owe UK tax.  As a U.S. citizen [assumed], you will owe U.S. tax on your worldwide income regardless of where you live.  You may or may not be able to claim the foreign earned income exclusion.  Alternatively, you may choose to claim foreign tax credits for the U.K. taxes paid.
