To take out Endsleigh Insurance you have to accept their UK residency statements:
Travel Eligibility Statements
You and anyone named on the policy are:
* Permanent residents of the United Kingdom
* Registered with a Medical Practitioner in the United Kingdom
* Travelling from and returning to the United KingdomHowever, in the Travel Insurance FAQ, it says:
10. Can I purchase your travel insurance if I don't live permanently in the United Kingdom?
These policies can only cover permanent residents of the UK who are registered with a GP in the UK. To be considered permanently resident, you must have your main home in the UK and if in employment are registered for UK income tax.which implies you don't actually have to be a 'permanent resident' in the eyes of immigration (i.e. hold ILR) to take out their insurance. It's worth contacting them and asking, I suppose
