Can I apply for my EEA family permit in the States if I was married in Germany?

Hi,

I married my husband in Germany in his hometown. We were told we can file for the non-EEA member family permit for me when we moved to England. Now that we are here I was told it can take up to 6 months or more to get a visa while living here. Would I get it quicker if I get it back in the States using a courier service? Can I even apply for  the permit in the States if I was married in Germany?

Any advice would be greatly appreciated.
