Statutory Paternity Pay

I am starting to fill out the paperwork so that I can take paternity leave. My work permit/visa does not allow me recourse to any public funds. Is SPP public funds? Do I qualify?

Yes, I am quite sure you qualify. My husband is in the same boat (American with an American spouse and on visa/work permit with no permanent citizenship), and our employer had no problems putting it through.
Also, I am pregnant and have no recourse to public funds, either, per my visa situation. I still get statutory maternity pay, leave, everything a UK citizen would be entitled to--with the exception of the Sure Start Maternity Grant.
