If all these other suggestions don't work and you've exhausted all avenues, I'd consider writing to your MP outlining the problem and what you want done about it.

Just wanted to update:  I received a letter today in response to a letter I sent to a local organization and they agreed that the other place was too far and are automatically registering me at the surgery that wouldn't take me!!  I can start there as soon as 1 October--so relieved!  Thanks again to everyone for your suggestions!

Glad that got sorted!  Pass some of those sucessful vibes my way - I'm trying to change hospitals before my 20 week scan as I had a bad experience at the first one.
