Not income tax but Poll Tax...

If I have 'No recourse to Public Funds', whilst living in the UK, do I still have to pay Poll Tax? My UKC hubby says no I shouldn't but I thought it best to make sure...

Do you mean council tax?  Poll tax doesn't exist anymore from what little I know but it was superceded by the council tax.  And yes, you have to pay council tax. 

Having no recourse to public funds has no bearing on your separate obligation to pay various taxes.

yep, that's what I told my husband... thank you and yes, I am old school calling it poll tax, I grew up here and left shortly after it started, I meant council tax..
