Finding LVI or Official Veterinarian in Scotland

We have decided to move back to the US after much discussion. According to the Pet Relocation Agent I have contacted to ship our cats for Delta Airlines, we need to have a health certificate provided by a LVI. I have no idea how to find one of them here. I have searched on Google and can only find info on LVI university degrees.

Is it normal for every vet to be an LVI or Official vet? We haven't established a relationship with any vet, so I have no idea where to start.

Background
OV is the term used to describe private practice vets who perform work on behalf of an EU member state.

OVs were previously referred to as Local Veterinary Inspectors (LVIs).

The work performed by OVs is normally of a statutory nature and is often undertaken at public expense.

Edited to Add-- It says there are 9,000 OVs in the UK. Before a vet will see you, you have to register.  When you phone in, they will tell you this and make a big deal about it.  But, it means that you give basic info about yourself and your pet over the phone.  Not a big deal.  I would just pick up the yellow pages and phone a few to find out what they charge for the service you need.

Most (if not all) veterinary clinics will have a veterinary surgeon on the premises who is an LVI (or OV "official veterinarian"). This is necessary in order to administer pet passports and whatnot.

Shouldn't be hard, if you have cats you should already have a regular vet - I hope! I would start by asking them.  

Nevermind - my brain did not process your entire post! Still shouldn't be hard - just ring up a few local vets and register with one that has an LVI/OV as drofnnyl suggested. If your cats are not up to date on their vaccinations you may want to deal with all that before you move - and certainly get them rabies vaccinated before you move back to the US.

The cats have only been in the UK for a month, so they are still well prepped with all the necessary vaccinations. We just need a vet to give a health cert so we can fly them back.

I will get out the phonebook and start calling around. Hopefully this won't be too much of a problem as we likely leaving in 3 weeks!

All the flights that we have searched for leaving from Scotland all go through one of the northern cities (Chicago, Newark, Detroit, Minneapolis, etc). This is no good, since we have no idea what the weather could be. This only left us the option of leaving through Manchester, and flying with Delta through Atlanta. But Delta is difficult to work with as far as letting you set up the booking yourself, at least that's the attitude I received, and we are being forced to use an agent. It's costing us as much to ship them back as it did to bring them here. They are also going to have to stay overnight in Atlanta, before being onwards to our final destination in Louisville...all due to the stupid requirements they have, which basically means we have to have 6hrs between arrival and departing on the next flight. That isn't possible, so that's means we have to use the agent so they can board the cats the next day.

All in all, I've been pretty frustrated by this.
