We paid something toward our insulation as well. I think that's pretty standard.

From what I've seen, payment varies quite a bit from scheme to scheme, depending on the amount of grant money they have to work with, and who's supplied that money.

The first team that was supposed to do ours was going to charge around £200.  The second team, who actually carried out the work, didn't charge anything.  Though, of course, the house is owned by a pensioner, although no one is on any benefits.  It's probably much harder to get it for free if you're under 60, not disabled or otherwise ill, and not on benefits.

It was standard in the past, and you needed benefits to get it free, but right now, most of the utility companies are trying to get their green points (not what they are really called) and so it is easy to find places that do it for free even without benefits.  I read a couple weeks ago that many of the companies are now starting to question if they will get benefits from the scheme anymore and are threatening to pull out, but I'm quite sure you can still get it for free from many of them--it's only been available in recent months like this, I believe.

Our landlord got ours done a couple months ago and was charged nothing.
09/08/2011-Glyn leaves for UK
01/30/2012-Biometrics for UK spousal & dependent visas sent out w/ application same day
02/03/2012-Email from UK Consul General application needs further processing will receive decision within 10 working days.
02/09/2012-Request for more payslips and custody papers for daughter.
02/22/2012-Submit the requested documents with prayers.
02/24/2012-UK settlement visas issued :)
03/12/2012-Arrive in MAN UK :)
