Activating Visa debit card?

It's from Lloyds TSB, if that makes any difference. This is my second card from them. I got my first one in July 2009 (that one I did have to call a number to activate). With this new one, the letter that came with it said to sign it and start using it right away, nothing about activating it. I thought this was weird as I've never gotten a debit card I didn't need to activate. Is this normal?

I got one a few months ago that didn't need to be activated and I thought it was odd.  It works though!

LTSB debit cards never need activating, only their credit cards, unless you live in a "high risk" area or your card was suspended due to fraudulent activity, then occasionally you do.

So yes, activating them is the exception rather than the rule.
