It may be helpful to know that the IRS has added more Q & A's:

Questions 15 -23 are recent additions.

How else would we know that a safe deposit box is not a foreign financial instituition?!

It is miserable that the new additions to the BAQs have no substantial authority under US law.

It is even more annoying that these were only posted by the IRS on June 7th, just a week before the filing deadline for taxpayers overseas!

Wow, I'm glad the IRS doesn't mandate an actuary to determine the value of a foreign defined benefit plan........
