Leaving UK and being Resident/Non-Resident

Hi there,

My husband (UKC) and I (dual UK/USC) are leaving the UK and moving to Canada.  We are aware that we have to notify HMRC about our move by filling in form P85.  I am getting confused about being resident/normal resident/non-resident in the UK.

My husband's job is transferring him and we *think* we will be there for at least a year if not for the full 3 years, but it's obviously difficult to know at this point.  We are thinking of it as a permanent move- but never say never.  I guess my question relates to the pros and con of declaring ourselves resident vs. non-resident? 

My mother in law was concerned that if we sever all ties to the UK (i.e. sell our flat and leave for 3 years) then we will no longer be entitled to UK state pensions and NHS treatment.  We will be covered by Canadian healthcare when we get there and start paying into their tax system, but I'm just wondering if it's worth considering paying the voluntary national insurance contribution to the UK?  Anyone know how much this costs?  Are there risks to severing all ties or is it better to become non-resident to avoid double taxation (but I understand UK and Canada have reciprocal tax agreements?)

Sorry if this makes no sense, I'm just confused and slightly overwhelmed at the minute! I just want to make sure we make good decisions.
