Guardianship Question

My family and I are hoping to relocate to the UK as investors. 

We have one biological child and one which that is not biologically ours.  However, we've had this wee darling since birth and we have permanent custody/guardianship of her. 

Will there be an issue getting a visa approved for her? 

This has been weighing on our minds like mad and will be the deciding factor on whether we stay in the US or move there.

Have you legally adopted the non-bio child?

No.  She isn't adopted - yet.  But we do have permanent custody/guardianship.  No visitation from biological family or anything like that.

If I have a court order showing permanent guardianship, shouldn't that be enough?
