Is UK jobseeker's allowance something reportable to the IRS?  If so, where to report as income and on foreign earned income exclusion?

Yes job seekers allowance is US taxable when paid to a US citizen. I don't think you can exclude it from US taxes using the FEIE because it's not earned income. I'd probably enter it on line 21 of the 1040, "Other Income".

But it is foreign source so you may have sufficient foreign tax credits on form 1116 to cover any US tax due.
