QTS - letter from Dept of Ed (US) that I am not restricted?

I am a early childhood special ed teacher licensed in both NJ and CA, though I only taught in CA.  I applied for QTS in England and received a letter asking for a letter from NJ stating I was not restricted from teaching.  How do I prove a negative?  In NJ your license isn't reissued periodically and I can not get in touch with anyone in their licensing office. 

Has anyone else dealt with this?

Can you not ask the DfE if a current license in effect proves a negative on restriction by demonstrating what you are licenced to do? Or ask the DfE for an example from the US of what they are after?

I did, though I had only taught in California. Did you get a letter from the CA licensing people? I found, actually, that the QTS people in the UK were quite easy to get ahold of and ask questions of, so if you have the letter from CA it might be worth ringing and explaining. If not, it might be enough to get a letter from NJ saying you are no longer on their "books" so to speak.

I got it sorted on Friday.
I called NJ DofE and spoke to someone who said that my license was enough and they didn't know what QTS was talking about.
I called QTS and asked what exactly I needed.  She said they had dealt with NJ DofE and they knew to write a "letter of eligibility" and that if I wanted I could try CA as well.
I called NJ DofE again and got a lovely woman who did know what QTS was talking about and they would send me out a letter straightaway. 
Sometimes I swear it's just who you talk to and if they're bothered to be helpful.
