Will I be able to do this over the phone, or will they want to see my BRP and passport just to register?
Basically, I want to know what I'm entitled to and how I access it.

You will be entitled to access your GP at no cost. To register, you cannot do this online. You must physically go into a GP practice in your area, and fill in some forms. You will need proof of your identity and proof of your local address (in the form of a bill/bank statement/any other official document, so they can ensure you're in their catchment area).
To find a practice in your area, on the
NHS homepage, look for the "Services near you" section in the middle of the page -- just click the GPs tab, enter your postcode, and click the "Find GP Practices" button.
