Yes, I know.  But there is no visa application procedure for all that -- it's "exercising rights".  What I mean is those applying for visas from US (or other non-EEA countries) will get this notification about BRP which they then get done on entry.  So how does that work for EEA citizens?
You have to present a letter from Home Office to get BRP done at a post office.

It was an EU regulation that introduced all these Biometric Resident Permits for immigrants in the EEA.

The UK and RoI gave notice in 2003 to the EU, that they wanted to take part in this scheme.

Look I have no problem with this....except when you try and frame it like it will help the NHS or cut down on benefit cheats/save money.

is something new? My spouse and I will be entering UK on Tuesday, will my spouse get one of these when we entry the country? this is the first i have read about it.

You will get picked up at the next extension. Those applying for visas outside the UK will be going through according to a country list. Applicants from the US are on the list that starts soon.

Changes for Tier 4 visa holders.

When they are granted entry clearance, migrants are issued with a temporary
vignette lasting 30 days. During this period, they must enter the UK and collect their
Biometric Residence Permit.  A change is being made to the Immigration Rules for
Tier 4 Migrants to allow entry clearance to be granted from either one month before
the course starts, or seven days before the intended date of travel, whichever is later.

This is to ensure that students wishing to travel to the UK close to or after their course start date can do so.

Do the BRPs allow you to enter the EU/UK passport line during immigration (when entering the UK) or do you still have to go through the "All Other Passports" line?

You enter through the all other passports line, you don't have a UK passport yet.
