Hello, my UK husband's visa is about to run out for getting him in and out of the US (long story; see my previous post a few years back) and I see there's now something called the Visa Reissuance Programme.

He looks eligible to skip the trek down to London, but for this:

"If, when you last applied for a J, O or P visa, you provided a complete set of your fingerprints"

We can't remember with 100% confidence. We think he did, but it was ten years ago. Does anyone know when they started doing full sets of fingerprints? Thanks

I applied for US visas in 2007,  2009 and 2011 and as far as I recall I gave fingerprints each time. I also applied for a J1 visa in 2003, and I'm pretty sure I gave fingerprints then, though I can't remember exactly.
